According to a report by Asia Gaming Brief, the concession, signed by Vice Prime Minister Francisco Kalbuadi Lay, follows extensive collaboration with the Inspectorate General of Gaming (IGJ) to create a regulatory framework that meets international standards.
GRU CEO Datuk Harry Ng emphasized that this license represents a platform for national growth and signals Timor-Leste’s readiness to engage with the global digital economy. Under this agreement, GRU will operate with a focus on responsible governance and compliance, aiming to attract tech-driven investments and boost employment.
The initiative builds on GRU’s previous partnership with the State Government of Oecusse, where it plans to establish the TOGOS Hub, an offshore gaming operations center expected to enhance infrastructure and create skilled jobs. Additionally, GRU’s parent company, Grand Dragon Lotaria, will relocate key support divisions to Timor-Leste, showcasing the country’s potential for hosting international operations.
