Chief Executive warns of budget deficit risk amid tepid gaming performance

Macau Chief Executive Sam Hou Fai has reiterated warnings over the risk of a government budget deficit this year if monthly gaming revenue falls below MOP15 billion (US$1.88 billion).

In light of this potential fiscal shortfall, he ruled out any immediate increase in civil service salaries, a fresh round of consumption vouchers, or additional tax breaks for local employees.

Answering questions from legislators on Tuesday following the delivery of his maiden Policy Address the day before, the city’s leader devoted substantial time to discussing Macau’s public finances.

“The imbalance in our fiscal structure is serious, and we must maintain a strong sense of crisis awareness. Macau is a small city, yet our regular expenditure is substantial—and it will continue to grow unless we face extreme circumstances,” he told the Legislative Assembly.
