Smugglers persist in violating the State of Emergency

The smuggling of large quantities of fuel on the border between the municipality of Soyo, Zaire province, and the Democratic Republic of Congo, seems to have no end in sight, even with the State of Emergency, enacted due to the Covid-19 pandemic, which guides the closure of national borders.
